So, can anyone out there give me a Twitter tutorial? I've been meaning to
try it out, it seems interesting, but I don't really 'get' it. How do you
send tweets? Via the web, or sms messages, or what? Where do they go, or
where can they go, and how do you get them there? How can you read
other peoples' tweets? Do you have to be at the website?

I use a small app that's part of my KDE desktop. It displays the last 2 tweets from those that I'm "following" (in Twitter parlance), and gives me a space to type my own tweets. In the morning I fire up a web browser to catch up on the tweets that have passed by in my sleep.

If I were in the states and had free texting, I think the SMS service would get along very well with me. That is, aside from the few times that people mistake it for IRC and flood the crap out of it.

You can send tweets via SMS, the web interface, or depending on what you run for an IM client, through your IM client. I use Digsby. I also use Twitteriffic on my phone.

You can read the same way. I suggest signing up for it at the website, and trying it out there to see if you like it, and then researching apps that are good for your OS/Phone needs.

To answer your questions in short: You can send twitters via just about anything twitter apps, twitter browser plugins, the web, IM, or your cell phone.

They go to a twitter website where people can view them. You can protect these from only your twitter friends if you choose.

People can read other people's twitters through the same options as you can send them: Apps, plugins, web, IM, or cell phone. These methods can either be passive or active (you check them manually, or it automatically alerts you when a new twitter comes in).
