Asking the Internet

I know there are people out there who would know better than I -- how would I cite a paper like This(.pdf)? Or a website like This? How does one cite a telephone interview?

Any style book worth its salts has a complete section on citing those things and more. Little Brown is the one I work from most for MLA, although MLA also has a complete online reference if you're ever stuck.
