The animation modeling that they use assumes a left-foot-forward stance, but traditional asian sword-fighting places the right foot first. If CoH made the models traditional either (a) a character using a Katana power (RFF) along with any other power (LFF) would have a lot of foot-shuffling, leading to lag between attacks, or (b) the programmers would have to re-implement animations for every power a Katana player would use, and then determine which animations to run based on whether this is a Katana player or not.
Instead, they mirrored the stance and made everyone left-handed sword-fighters.
