You have a valid point, in that the more specific you are, the less likely it is that they'll "have what you want," if you pardon my phrase. And, you know, the screening which they do do is necessary, unfortunately, because some people just... yeah, aren't fit to have children. And, on top of that, many people want babies, and are less interested with older children... And if kids aren't adopted young, they get older.

-shrugs- Still, I'm not sure how much of it is due to parents being picky, or to bureaucracy, or to any of the other stumbles, but still, the fact remains that it's not as simple as some might wish.
